Principle

The Faculty of Medicine is committed to the delivery of the Doctor of Medicine (MD) program and Postgraduate Medical Education (PGME) residency training programs. Clinical learning experiences are an essential element of that commitment. Clinical faculty provide learning experiences and opportunities for learners to perform mandatory procedures as indicated by the respective program. Clinical faculty provide supervision and assessments for undergraduate and postgraduate learners during their required clinical learning experiences.

Purpose

Provide fair and equitable compensation for teaching contributions of clinical faculty.

Scope

Eligible faculty who provide clinical learning experiences.

Definitions

Clinical Faculty — Physicians holding an active faculty appointment with Memorial University who are not reimbursed through a Geographic Full time (GFT) arrangement or Clinical Educator arrangement. Clinical faculty are accountable for providing learners with clinical learning experiences and performance assessments throughout the set duration of the clinical learning experience.

Distributed Medical Education (DME) — A unit within the Faculty of Medicine responsible for overseeing the development and coordination of the distributed education activities for Undergraduate Medical Education (UGME) and Postgraduate Medical Education (PGME) distributed training sites.

Fiscal year — April 1 to March 31.

Geographic Full-Time (GFT) Clinical Faculty — Physicians in practice with a Geographic Full-Time (GFT) academic appointment with the Faculty of Medicine. Clinical Educators are physicians holding a contractual full-time faculty appointment with the Faculty of Medicine (FoM) in the distributed setting.

Learner — Individual registered in the Doctor of Medicine (MD) program or a Postgraduate Learner registered in a postgraduate training program at Memorial University.

Required clinical learning experience/rotation — A required clinical learning experience with a pre-identified timeline and set of objectives, which must be successfully completed to meet the requirement of the course or program.

Policy

1.0 The responsibilities of clinical faculty members include, but are not limited to:

1.1 Providing learners with an orientation to the clinical setting;

1.2 Teaching, coaching and mentoring learners during required clinical learning experiences;

1.3 Providing learner assessments by the mid-point of each clinical learning experience, as indicated; and

1.4 Completing a summative end-of-rotation written assessment of learners’ performance.

2.0 The DME team facilitates connections between learners and the clinical faculty members. DME is responsible for notifying the relevant Clinical Discipline or Residency Program of the placement details.

3.0 In the case of shared clinical learning experiences, to which multiple faculty members contribute, remuneration may be shared in consultation with DME.

4.0 Part-Time, Non-Stipendiary (PTNS) faculty and part-time faculty who receive an administrative stipend, must complete the learners’ written summative end-of-rotation assessment before the remuneration process proceeds to payment, as outlined in Appendix A and B and as follows:

4.1 PTNS faculty, and part-time faculty who receive an administrative stipend in any discipline, who practice in Newfoundland and Labrador, and who contribute more than 50% of their professional time to clinical practice (i.e. administrative and leadership roles must not make up the majority of a faculty members work) qualify for payment, as per the schedule in Appendix A.

4.2 PTNS faculty, and part-time faculty who receive an administrative stipend, located in New Brunswick, qualify for payment for community- based required clinical learning experiences, as allocated and paid by the province of New Brunswick, as per the schedule in Appendix A.

4.3 PTNS faculty, and part-time faculty who receive an administrative stipend, located in Nunavut, qualify for payment for community-based required clinical experiences, as allocated and paid by the territory of Nunavut, as per the schedule in Appendix A.

4.4 PTNS faculty, and part-time faculty who receive an administrative stipend, located in Prince Edward Island qualify for payment for community-based required clinical learning experiences, as allocated and paid by the province of Prince Edward Island, as per the schedule in Appendix B.

5.0 Clinical educators and clinical faculty receiving an academic stipend do not qualify for remuneration.
