Employee Training and Development Policy
The current iteration of the Employee Training and Development Policy was approved in 2014 and was due for reivew in February 2023.
The reveiw has been completed and the policy is now avalible for public consultation.
The proposed revisions to the Employee Training and Development Policy modernize and clarify the University's approach to employee learning and development by strengthening oversight and accountability, formalizing application and approval processes, introducing Return of Service Agreements for certain training investments, and providing clearer guidance on job-related training, professional development, and financial assistance for credit and non-credit learning opportunities. The changes also establish a greater administrative role for Human Resources in coordinating, tracking, and evaluating training activities across the University.
Key Changes Include:
- Clarifying the definition of Job-Related Training to specify that training must be directly related to an employee's duties and either required or approved by the employer.
- Requiring employees to provide confirmation of successful completion for training funded by the University.
- Establishing centralized training application and approval processes through the my.mun.ca employee portal.
- Expanding Human Resources' role in tracking participation, evaluating training needs and outcomes, and coordinating cost-sharing opportunities.
- Clarifying funding responsibilities for professional development opportunities and Memorial University credit courses.
- Introducing a new Taxable Benefits section to distinguish between training that primarily benefits the employee and training that primarily benefits the University.
- Introducing Return of Service Agreements, including mandatory agreements for professional development opportunities costing more than $5,000 per participant and discretionary agreements for lower-cost training where determined by the unit.
- Clarifying reimbursement requirements and exemptions related to training costs, course completion, and employment changes.
- Explicitly excluding grant-funded employees from coverage under the policy unless training costs are fully funded by the grant holder.
