Procedure for Establishing Institutes and Centres - Indirect University Support

Procedure

a. A proposal outlining the programme, the rationale or mission to be served by the formation of a grouping, the existing resources that are available and planned future developments shall be prepared by its proponents. The proposal shall identify the availability of faculty and their commitment to the Proposal. Any expectations for hiring should be identified and their potential effects upon academic units involved.

b. The proposal shall be approved by the Dean or applicable Associate Vice-President who, through appropriate consultation with the academic units involved, shall ensure that space requirements, equipment and computer requirements, and infrastructural support are in place or can be provided by external funding. When deemed appropriate, approval for the establishment of such an institute or centre may be given at the Vice-presidential or Presidential level. The proposal shall then be presented to the Planning and Budget Committee (PBC) of Senate which shall satisfy itself that all necessary arrangements under this provision have been made and shall so advise Senate and the Board of Regents.
