Only accessible on Level 1.

Remarks, hints:

This building has two levels.  It is a training centre for sea survival and escape with lifeboats and equipment similar to that found on ships.  It is also the berthing area for the institute's fleet of vessels.  Offices are located on Level 1.  Access at ground level to building and ships is along a wooden wharf.
