Memorial University recognizes the unique social needs of a campus community and attempts to provide an environment where these needs can reasonably be met. In this regard, provision for the purchase, sale, service or consumption of alcoholic beverages is a privilege accorded to University members on the understanding that they will comply with all the applicable policies, procedures and legislation. The university takes the position that all members of the University community have an obligation to make legal and responsible decisions concerning their conduct and alcohol use or non-use.
The University encourages responsible use of alcohol through awareness and education programs including Risk Management consultation and mandatory Server Intervention Training, strict adherence to legal requirements and University policies on alcohol provision and consumption at on-campus University events, the encouragement of non-alcoholic events and through the Procedure for Alcohol-Related Advertising.
The serving of alcohol at University events, hosted on property owned or leased or controlled by the University, is permissible provided there is compliance with this policy and its related procedures.
To define the University's position regarding the sale, distribution, consumption, promotion, acquisition and storage of alcohol at on-campus University events and to set out the processes and practices which ensures the safe and responsible provision and consumption of alcohol as outlined in the related procedures.
This policy governs the purchase, sale, service, consumption and storage of alcoholic beverages at all University on-campus events or activities where the alcohol is provided pursuant to the University's Liquor License under the Liquor Control Act RSNL. 1990, c.L-18. The policy is applicable to all University Units. This policy is prescribed by the University's Liquor License under the Liquor Licensing Regulations under the Liquor Control Act.
Bartended Event — An event where the services of Ancillary Operations Liquor Services Clerk (or designate) are contracted to provide bar services.
Catered Event — Any event where the services of the food service provider have been contracted to provide food for an event.
Employee Event — An event organized or held by any person employed within Memorial University.
Establishment — A corporation, society or association of persons organized or carried on for purposes of a social nature and includes the premises occupied or used for the purpose of selling alcohol. Establishments recognized at Memorial University include Grenfell Campus Satellite bars, Backlot/Patio, Bitters and Breezeway.
Liquor Establishments — Establishments recognized at Memorial University include Grenfell Campus Satellite Bars, Backlot/Patio, Bitters and Breezeway.
Organizer — Any person, Unit, establishment, or student group who has responsibility for planning and delivery of an event involving alcohol on University premises. Normally, the organizer acts in the capacity of host and attends the event. Certain event planning activities such as ordering food and alcohol, booking space, inviting guests, etc. may be delegated to an administrative person within the Unit.
Student Event — An event organized or held by any student or student group or society.
Unit — Academic or administrative unit as defined in the University Calendar.
The President, Vice-Presidents, Associate Vice-Presidents, Deans, Directors, Department Heads are responsible to ensure compliance with these policies and procedures for employees (including student employees) of the University. In the case of Campus Liquor Establishments providing alcohol, compliance is the responsibility of their respective Student Unions.
In the case of events organized by student groups and bodies where alcohol is served, compliance is the responsibility of the appropriate society executive who has sponsored the event and who serves.
The University will intervene when alcohol is used illegally or when its abuse leads to conduct that endangers the individual(s) involved or others, that results in damage to the property of the University, that disrupts its activities, or that interferes with the rights of others.
The Liquor Services Division of Ancillary Operations shall oversee the appropriate on-campus sale, distribution, consumption, promotion, acquisition and storage of alcohol.
Any person, Unit, establishment, or student group wishing to serve alcohol on University premises or at any university event pursuant to the University's Liquor License shall apply for permission to hold said event from the Division of Liquor Services of Ancillary Operations in accordance with the Procedure for Storage of Alcohol and Procedure to Plan an Event Involving Alcohol. Additionally any advertising of said event must comply with procedures as stipulated in Procedure for Alcohol-Related Advertising.
The requesting party must ensure compliance with all relevant rules, policies and procedures of the University and all relevant provincial Liquor Control Act regulations.
The University will provide alternate, non-alcoholic venue in close proximity to the organized event in cases where persons under the legal drinking age may be in attendance.
Normally, failure to comply with this Policy and related procedures will result in loss of privileges associated with holding events where alcohol is served. Additional sanctions may be imposed in accordance with Code of Student Conduct, collective agreements, and applicable University policies and procedures.
The sponsoring individuals, groups or University Unit shall be held responsible for the conduct of those attending an activity, and their compliance with the Policy and related procedures. This includes payment of all charges for any damages resulting from the activity.
