Contractor Information

Prior to tender/project award, all suppliers/contractors and subcontractors will be required to submit the following information to the Department of Health and Safety:

Pre-Project Award Safety Checklist

  • “Certificate of Recognition” (COR)-Letter of Good Standing from Newfoundland and Labrador Construction Safety Association (NLCSA) c/w COR expiry date.
  • Written permission to approach provincial regulatory authorities for applicable safety-related information for contractor and subcontractor.
  • Job specific Safety Management Plan (SMP).
  • Proof of qualifications for all employees and subcontractors’ employees.
  • Relevant safety certificates and documentation for contractor and subcontractor.
  • Construction safety statistics involving contractor and subcontractor for the past five (5) years.
  • List of subcontractors.

After tender/contract award and prior to any start of work on campus, all suppliers/contractors and subcontractors will have to attend a preconstruction/safety meeting which will be coordinated through Facilities Engineering and Development. The purpose of this meeting is to initiate the construction start-up and review the project requirements, limitations and contract issues.

The university endeavors to ensure all work is undertaken with the utmost quality and value in mind. Contractors are expected to deliver products and services that meet the standards of acceptance for professional trades and the specifications of the contract.

Items or workmanship that are found to be damaged or deficient under the contract are identified as deficiencies, and opportunities are provided to the contractor to correct the work. Where circumstances dictate, the university may undertake to complete deficient work with its own forces or other, externally contracted services.

The recovery rate for all Facilities Management employees whose time is spent correcting deficient or incomplete work under a contract, will be a minimum of $75 per hour or the actual costs. This rate may be subject to change periodically.

These costs shall be charged back to the contractor via invoicing and/or change orders to the original contract.
