Changes since audit

The Board of Regents and senior leaders are continuing work to improve campus infrastructure. Examples of work that has occurred since the end of the audit period include:

  1. Addressing Memorial’s deferred maintenance liability continues to be an active topic and has been discussed at a number of recent Board of Regents meetings. At its meeting on Dec. 5, 2024, the Board reviewed updated information on options to address significant deferred maintenance issues and to renew technology infrastructure. A further update was provided to the community in February 2026 regarding an eight-year deferred maintenance plan.

  2. At the March 2024 Physical and Digital Infrastructure Committee meeting of the Board of Regents, it was agreed that a new campus renewal fee process and evaluation criteria are required.

    A pan-university Campus Renewal Committee has been established to evaluate, prioritize and recommend physical and digital infrastructure improvements funded from Campus Renewal Fee funds. It is co-chaired by the associate vice-president (facilities) and chief information officer. The committee’s terms of reference are online. This committee follows an updated process and evaluation criteria, which ensures a consistent approach across all campuses with the intent to bring recommended projects to the Board of Regents for their review and approval.  

  3. In October 2024, Grenfell Campus submitted its list of projects to the Board of Regents to be funded from the Campus Renewal Fee for approval.

  4. Several policies and related procedures have been updated using the university’s policy framework. These include:
    - Space Policy (now also incorporating Space Leasing Policy) and four procedures
    - Capital Projects Policy and five procedures
    - Vehicles – University Owned or Leased Policy (renamed Fleet Management Policy) and ten procedures

  5. The Terms of Reference has been updated for Vice-President Space Committee as of December 2024.

  6. Developing a multi-year Department of Facilities Management Strategic Plan to ensure work in this area aligns with the needs and strategic direction of the university.   

  7. On Dec. 5, 2024, the Board of Regents approved the updated Physical and Digital Infrastructure Committee’s Terms of Reference which positions the committee to provide oversight, stewardship and strategic direction of the university’s physical and digital infrastructure.   8. The Board of Regents has approved a recommendation to begin the process of divesting of real estate that is not central toMemorial’s academic mission.

  9. As of January 2026, 80 per cent of 56 associated criteria (tasks), against which the Office of the Auditor General expects university to provide evidence of action to satisfy recommendations tasks, have had work started or completed. Eleven criteria are fully complete, 34 are partially complete and 11 have no action.  The majority of tasks without action are tied to other work that needs to be completed first, primarily tied to procuring space management software (9 of 11 outstanding tasks).



  10. Facilities Management (FM) AG Action Plan: Working Group meets bi-monthly to monitor, report on and track progress on the 56 tasks. 

  11. In response to the AG Report recommending improvements to space management, Memorial is nearing the end of a tendering selection process for modern space management software. It will be used to manage campus spaces and support how the university tracks, manages and reports on the use of its physical space across campuses. It is anticipated it will be awarded in winter 2026 with full implementation anticipated by July 2026. Memorial follows the Public Procurement Act and Public Procurement Regulations.  

  12. Significant work has happened toward ensuring a formal and consistent oversight processes to appropriately manage and monitor facilities management across the university. KPIs for the FM areas of Operations and Maintenance, Administrative Services and Physical Infrastructure and Sustainability are being developed. 

  13. The Office of the Registrar is continuing to broaden the use of Infosilem, Memorial’s software for scheduling classroom and laboratory bookings.
