Strategic Enrolment Management Review

Overview

Project Sponsor: Provost and Vice-President (Academic)

Led by the provost and supported by the vice-president (Finance and Administration), this work will guide institutional enrolment priorities and resource decisions over the next five years. This project will establish clear enrolment priorities and targets; improve recruitment, retention, progression and graduation outcomes; strengthen Memorial’s use of data in decision-making and planning and support coordinated enrolment planning and accountability across the university. Memorial has engaged ACCRAO Consulting to provide specialized strategic enrolment management expertise and support throughout the planning process. 

Phase 1 – Current-State Assessment 

This assessment will help Memorial establish enrolment goals and priorities and will result in a framework to strengthen the use of enrolment-related data and analytics to support decision-making.  

Phase 2 – Administrative Review of Enrolment and Student Success and Governance Modelling

The phase includes: 

  • Comprehensive mapping of administrative process pathways to assess progression barriers, bottlenecks and alignment with enrolment goals.
  • Analysis of student demand, capacity, market alignment and labour market relevance to support strategic enrolment planning, and optimize enrolment outcomes and student success.  
  • Design of a structure to strengthen institutional decision-making, monitoring and accountability.  

Phase 3 – Strategy Mapping and Implementation Planning 

Development of a strategy map and implementation plan for enrolment-focused activities related to recruitment, retention, student progression, time-to-completion, graduation, and overall student success

Phase 4 – Implementation and Change Management 

Development and delivery of a change management plan to build enduring institutional capacity and capability for strategic enrolment management, ensuring Memorial can successfully implement, sustain and advance enrolment initiatives over the long term. 

Why This is Important

Like universities across Canada, Memorial is facing enrolment challenges and improving the student experience from recruitment to graduation is essential to Memorial University’s future. 

This project brings the Memorial community together to advance Memorial’s strategic vision for academic excellence, student success and institutional sustainability.  

Updates

  • Memorial is launching its Strategic Enrolment Management (SEM) planning process in early fall 2026. ACCRAO Consulting has been awarded the contract for RFP-017-26 to provide expert guidance and support. The SEM plan is a Memorial-led initiative that will be shaped by the university community.   
  • In April 2026, a request for proposals (RFP-017-26) was posted to Memorial's Strategic Procurement website.
