Overhead justification for clinical trial research

This will outline Memorial University of Newfoundland's policy concerning Institutional overhead as it pertains to clinical trial research.

Institutional overhead is recovered on all clinical trial research contracts. Overhead is applied at the rate of 30% on all direct costs except for the cost of ethical review. Ethical review is a separate cost that is billed directly to sponsors by the Institution’s ethics review board - the Human Investigations Committee.

The resource utilization that is involved in Institutional overhead includes:

  • time of vice-president(s), dean, assistant dean, department head(s)
  • departmental administration and general support staff
  • central university and hospital support staff in administrative units such as accounting, human resources, and research services
  • heat, light, cleaning, maintenance, and insurance of office and laboratory space
  • maintenance, repair, and insurance of specialized equipment.

This overhead policy is applied consistently to all contracts for clinical trial research.
