On February 5, Canada's Commissioner of the Environment and Sustainable Development, Scott Vaughan, released a report raising questions about Canada's preparedness for a major oil spill. Join the Harris Centre for a public discussion about the oil spill risks in our offshore, and what is being done to prevent a major spill and to prepare for a worst case scenario.

Scott Vaughan has been Canada’s Commissioner of the Environment and Sustainable Development since 2008. Previously, he was the Director of the Department of Sustainable Development of the Organization of American States (OAS) in Washington, D.C.; a Visiting Scholar at the Carnegie Endowment for International Peace; the Head of Economics and Environment at the NAFTA Environment Commission; Counsellor at the World Trade Organization (WTO) in Geneva. He also held various positions with the United Nations Environment Program (UNEP), including initiating the UNEP Financial Initiative, Deputy Chief of the UNEP environmental economics division, and policy advisor to the UNEP Executive Director. Mr. Vaughan has post-graduate degrees from the London School of Economics, the University of Edinburgh and Dalhousie University, as well as an undergraduate degree from Mount Allison University.

Max Ruelokke is a Newfoundland born and raised Professional Engineer who graduated from Memorial University in 1966 and Nova Scotia Technical College in 1968. He has accumulated significant work experience in engineering design and construction, government service, offshore support services and offshore fabrication/shipbuilding. His senior appointments have included Vice-President and General Manager of Hydrospace Marine Services, President and CEO of Marystown Shipyard Limited; President and CEO of the Bull Arm Site Corporation; General Manager of AOC Brown & Root Canada Ltd.; Deputy Minister of the Department of Industry, Trade and Technology and Chairman and CEO of the Canada-Newfoundland and Labrador Offshore Petroleum Board. Max’s term as Chair ended on October 25th, 2012, and his term as Chief Executive Officer will end on February 24th, 2013.

Dr. Bill Montevecchi is a University Research Professor of Psychology, Biology and Ocean Sciences at Memorial University of Newfoundland. He engages in a long-term interdisciplinary ecosystem research program focused on the behavioural ecology of marine and terrestrial birds focused on environmental influences on animal behaviour and ecology. Dr. Montevecchi and his team collaborate with oceanographers, fisheries research scientists and seabird biologists from across Canada, the USA, Europe, Australia and Africa. The research is conservation-oriented in perspective and activity and is supported by the Natural Sciences and Engineering Research Council of Canada and Fisheries and Oceans Canada.
