Marine Institute has different controls in place and this scale does not apply to their operations and locations.


Memorial uses five stages of risk levels for decision making and pandemic risk mitigation, which assist with the scale-up and scale-back plan for university functions. Changes in the local and provincial case counts and hospitalizations, Public Health guidelines and vaccination rates guide our risks levels, with further consideration of risk mitigation measures in place on campus.

As of July 1, the current version of the campus risk levels has been revised to account for increasing vaccination rates in the province, demonstrated effective response to provincial outbreaks, and expanded options for emergency response and continuity planning at Memorial University.

The regional approach to public health directives means campuses may operate at a different level on the COVID-19 impact scale.

All international travel and activities at all levels will need to follow Government of Canada travel advice and advisories and Newfoundland and Labrador provincial health guidelines including isolation requirements. This is the basic framework for Memorial's approach. There may be opportunities to examine exceptions or deviations based on risk level balanced with achieving desired strategic objectives and essential functions.


Risk Level Very High

Density Occupancy: Remote work or minimum 144 sq. ft. required per person.
Possible Indicators: Community/province in Alert Level 5 of lockdown/circuit-breaker.

Protocols for COVID risk by location

Building access: Most campus buildings are locked. Access by keycard or key only.
Library: No access/ critical staff only, within density limits
Study space/CPU labs: 1-2 computer labs, bookable space and card access only.

Protocols for COVID risk by activity

Campus services: Services restricted to critical functions.
Administrative functions: Critical functions only.
Events and programs: No in-person events or programs.
Travel :
Within Canada: Inter-provincial and domestic university travel suspended unless exceptional circumstances, and vice-president pre-approval required.
International: International university travel suspended in accordance with federal and provincial/territorial travel guidelines.
Teaching and learning: Limited to approved, critical in-person classes such as clinical placements.
Research:
On-campus: Only COVID-19 research, critical clinical studies, and critical research continuity, including research that could incur a disproportionate delay or catastrophic loss, with approved research request and health and safety plan. Approval by vice-president (research) and EHS. COVID Research Working Group (CRWG) red status.
Face-to-face: Face-to-face research with research participants suspended.
Fieldwork: Research fieldwork suspended.

Protocols for COVID risk by personnel

Faculty/staff: Only employees required for critical functions on campus. Faculty with private office allowed based on collective agreements, but access is discouraged to keep buildings clear for critical personnel.
Visitors: No visitors permitted on campus.

Risk Level High

Density occupancy: Remote work or minimum 114 sq. ft. required per person.
Possible indicators: Community/province in Alert Level 4 or lower; gym and fitness facilities closed; restaurants closed; weddings, ceremonies limited to 10 people.

Building Access: Most campus buildings are locked. Access by keycard or key only.
Library: CEP on-site, sign-in/out, online booking/ registration. Limited contact-less pickup for items that cannot be provided electronically.
Study space/CPU labs: 1-2 computer labs, bookable space and card access only.

Protocols for COVID risk by activity

Campus services: Services restricted to critical functions.
Administrative functions: Critical functions and limited access for functions that cannot proceed with employees working from home.
Events and programs: Limited events and programs in accordance with public health gathering limits. Subject to prior approval.
Travel:
Within Canada: Inter-provincial and domestic university travel suspended unless exceptional circumstances, and vice-president pre-approval required.
International: International university travel suspended federal and provincial/territorial travel guidelines.
Teaching and learning: Limited to approved critical in-person classes.
Research:
On-campus: On-campus research with approved research request and health and safety plan. Graduate student research in second half of program and research contracts with less than 12 months remaining prioritized. Approval by vice-president (research) and EHS. CRWG High-Yellow Status.
Face-to-face: Face-to-face research with research participants suspended.
Fieldwork: Time-sensitive, high-priority, low-risk fieldwork with approved request and health and safety plan. Not to include overnight stays or shared vehicle transportation. Approval by dean and EHS.

Protocols for COVID risk by personnel

Faculty/staff: Only employees required for critical functions on campus. Staff on campus who cannot work from home, and those requiring specialized equipment.
Visitors: Limited to visitors assisting in critical functions permitted on campus.

Risk Level Moderate

Density occupancy: 52 sq. ft. per person
Possible indicators: K-6 schools fully open. Day Care is fully open and accessible. Retail stores are open with physical distancing. Team sports suspended. Cases with COVID variants of concern.

Protocols for COVID risk by location

Building access: Buildings with student access needs are open for limited hours.
Library: Sign-in/out, online booking/registration.
Study space/CPU labs: Single use study spaces, bookings required. No group study space.

Protocols for COVID risk by activity

Campus services: Services restricted to those needed to support current level of teaching and learning, research and public engagement.
Administrative functions: Some internal services operating subject to occupancy density requirements.
Events and programs: Limited events and programs in accordance with public health gathering limits. Subject to prior approval.
Travel:
Within Canada: Limited travel within Canada permitted in accordance with provincial/territorial travel guidelines. Safety plan and pre-approval by dean required.
International: Limited international travel permitted in accordance with federal and provincial travel guidelines. Safety plan and pre-approval by dean required.
Teaching and learning: Approved in-person teaching with restrictions on class and lab size. Classrooms at <50% of pre-COVID capacity. Public Health distancing.
Research:
On-campus: Research that cannot be carried out remotely based on approved request and health and safety plan that includes density requirement. Approval by dean. CRWG low-yellow status.
Face-to-face: Face-to-face research with research participants suspended.
Fieldwork: Low-risk fieldwork with approved request and health and safety plan that respects NL public health directives and complies with Memorial travel restrictions. Approval by dean and EHS.

Faculty/staff: On-campus access for critical functions and persons required to provide support to teaching and learning, research and public engagement at current level.
Visitors: Limited to visitors assisting in teaching and learning, research and public engagement activities at current level.

Risk Level Low

Density occupancy: Phase one (starting July 1) 52 sq. ft. per person. Following this, phase 2 (as early as) 30 sq. ft. per person.
Possible indicators: Partial vaccination rate (first dose) 75%. Gyms and fitness facilities open, restaurants and bars at 75% capacity.

Protocols for COVID risk by location

Building access: Most buildings open for daytime hours, as needed for student and public access.
Library: Provisions for contact tracing. COVID-19 controls in place. 
Study space/CPU labs: Group study spaces open in multiple locations with capacity set by the university Density Calculator.

Protocols for COVID risk by activity

Campus services: Most services operating with little restriction.
Administrative functions: Front facing services operating subject to occupancy density requirements and Public Health guidelines (e.g. masks).
Events and programs: Limited events and programs in accordance with Public Health gathering limits. Subject to prior approval.
Travel:
Within Canada: Travel within Canada permitted in accordance with provincial/territorial travel guidelines. 
International: International travel suspended in accordance with federal and provincial/territorial travel guidelines. 
Teaching and learning: Approved in-person teaching with restrictions on class and lab size. Classrooms at 50% occupancy, labs with PPE 100%.
Research:
On-campus: On-campus research with 52 sq. ft. per person density requirement for labs (based on fire code). CRWG high-green status.
Face-to-face research: Face-to-face interactions with research participants approved.
Fieldwork: Fieldwork with physical distancing and PPE.

Faculty/staff: Most faculty and staff able to work on-campus. Some services may be delayed due to occupancy density requirements.
Visitors: Visitors allowed on campus subject to density and Public Health guidelines.

Risk Level Very Low

Density occupancy: Occupancy density at pre-COVID-19 limits per fire code.
Possible indicators: Alert level 1, mass vaccinations (75-80% with full 2-dose vaccination), low case counts and hospitalizations (C/H), mask and distance guidelines from Public Health.

Protocols for COVID risk by location

Building access: Buildings generally open, subject to density limits and limited hours as needed for security.
Library: Normal operations, subject to density and Public Health guidelines.
Study space/CPU labs: No restrictions beyond basic density and Public Health guidelines.

Protocols for COVID risk by activity

Campus services: All on-campus services operating with no restrictions beyond basic density and Public Health guidelines.
Administrative functions: All administrative functions proceeding on campus, subject to density and Public Health guidelines.
Events and programs: No restrictions to events and programs beyond basic density and Public Health guidelines.
Travel:
Within Canada: Travel within Canada permitted in accordance with university practice and provincial/territorial travel guidelines.
International: IInternational travel permitted in accordance with university practice as well as federal and provincial/territorial travel guidelines.
Teaching and learning: In-person teaching with no restrictions beyond fire code density and Public Health guidelines. Rapid shift to remote learning possible.
Research:
On-Campus: On-campus research with no restrictions beyond standard University, fire code, and current Public Health guidelines. CRWG low-green status.
Face-to-face research: No restrictions for face-to-face research beyond standard university and Public Health guidelines.
Fieldwork: No restrictions for fieldwork beyond standard university and Public Health guidelines.

Visitors: Visitors allowed on campus subject to density and Public Health guidelines.
