Self-Isolation Bursary

 

Note: As of February 28, 2022 there are no expected isolation requirements for fully vaccinated individuals. Self-Isolation Bursary applications for Fall 2021-Winter 2022 arrivals will no longer be accepted as of June 1, 2022. Existing applications, with students who are waiting on documentation (such as a SIN number) will be honoured after this date. Please email selfisolation@mun.ca if: you arrived in Canada on or after February 28 and were directed to isolate by Canadian Border Officials, or if you have any other questions about the bursary.

 

What is the intention of this bursary?

Due to lack of on-campus self-isolation accommodations, many students who will arrive in Newfoundland and Labrador may need to isolate in a hotel or Airbnb.

Because of the significant price difference between hotels and the Signal Hill Campus isolation option for unvaccinated students under 18, Memorial is offering a bursary to offset unexpected isolation costs for students, intended to cover the cost difference, not to cover the entire expense.

Memorial is offering a $90.00 per day bursary, with a maximum of $850.00, if students meet the eligibility criteria.

 

Bursary Options

Option 1 – Returning International and Returning Domestic Students: $90.00-$450.00

One-time self-isolation bursary for returning students, who left the province of Newfoundland and Labrador on or before Dec 21, 2022 (before the provincial self-isolation restrictions were announced) and were required to isolate at a hotel or Airbnb upon return. If returning students wish to avail of the bursary they must arrive in the province on or before February 4th, 2022.

 

Option 2 – New Domestic Students: $90.00-$450.00

One-time self-isolation bursary for new domestic students who arrived in NL after 3 p.m. NLT Tuesday, December 21st, 2021, required to isolate at a hotel or Airbnb. If new domestic students wish to avail of the bursary they must arrive in the province on or before February 4th, 2022.

 

Option 3 – New International Students: $90.00-$450.00

One-time self-isolation bursary for new international students who arrived after December 1, 2021 and were required to isolate at a hotel or Airbnb.

 

Option 4 – New International Students or COVID-19 Positive New Provincial Arrivals: $850.00 maximum

One-time self-isolation bursary for new international students who were not eligible for federal quarantine exemption upon arrival in Canada, and had to isolate at a hotel or Airbnb for 10-14 days, OR any student who arrived in the province, tested positive, and had to isolate for at least 7 days at a hotel or Airbnb.

 

All bursaries will be prorated at $90 per day, based on required isolation stay at the time of your arrival, and your provided documentation. The $450 bursary is based on a 5 night isolation stay between December 21, 2021-January 21, 2022. The maximum amount a student can receive is $850.00, at the discretion of the self-isolation team.

 

Who is not eligible?

  1. Students who self-isolated on-campus in student residences (Signal Hill, Macpherson College, Burton’s Pond, and Grenfell), as Memorial already subsidized those costs for students.
  2. Students who self-isolated in private accommodations/residences, such as a short or long-term private rental apartment.
  3. Someone who is not able to apply to a Social Insurance Number or Individual Tax Number (ITN) for Non-Residents.
  4. Returning International or Returning Domestic student who left the province of Newfoundland and Labrador December 22, 2021 or later (after the provincial self-isolation restriction was announced) would not be eligible as isolation would not be an unexpected expense.
  5. Returning International or Domestic Students who arrive in the province after February 4th, 2022
  6. Students who cannot provide adequate documentation to show their payment, or that they were required to isolate, will not be eligible for the bursary.


Who is eligible?

  1. Be a registered MUN student in the winter 2022 semester, as of January 20th, 2022 (registration period ends).
  2. Has a valid Social Insurance Number (SIN) or Individual Tax Number (ITN) for Non-Residents, as the bursary is taxable income.
  3. Unable to self-isolate on one of Memorial’s Campuses (St. John’s Campus Student Residences, Signal Hill Campus, Grenfell Campus) for a valid reason (such as no availability, traveling with family, accessibility issues, etc.)
  4. Can provide adequate proof of payment for a Hotel or Airbnb stay.
  5. Can provide a full flight itinerary or ferry booking, indicating the student’s name and travel dates to Newfoundland and Labrador (all students) and when they left the province (returning students). Returning students must show they left the province of Newfoundland and Labrador on or before Dec 21, 2022.
  6. Students who test positive for COVID-19 must provide their positive test results (such as a photo, screenshot or pdf) to be eligible for additional isolation funding.
  7. International students only – must provide Federal COVID-19 arrivals tests results (such as a screenshot or pdf) if they received one upon arrival in Canada The bursary rate will be based on length of required isolation stay both federally and provincially.
  8. International students who did not complete the Memorial Arrivals Form, and/or did not submit flight information and quarantine plan to the self-isolation team, may be asked to provide justification.


How to Apply:

If you meet the eligibility criteria above, please email selfisolation@mun.ca or selfisolation@grenfell.mun.ca (Grenfell students) with the following information:
  • Full name
  • MUN student number
  • Campus (St. John’s, Grenfell, Marine Institute)
  • Student Status: New International, Returning International, Returning Domestic, New Domestic
  • SIN number or ITN for Non-Residents, as the bursary is taxable income
  • What bursary option above you are applying for (Option 1-4)
  • Proof of booking and payment for hotel/Airbnb – showing your name and showing paid in full
  • Flight itineraries or ferry bookings - returning students must provide both flight departure itinerary + flight return itinerary
  • Names and student numbers of any other MUN students you are isolating with (if applicable)
  • International Students - Federal COVID-19 arrivals tests results (if you received one)
  • Positive COVID-19 test results (if applicable)
 
Please note the following:
  • The self-isolation team will submit student information who are eligible based on the above criteria to the cashier’s office for processing, once self-isolation/quarantine is complete.
  • You must provide proof of payment for a quarantine stay at a hotel or Airbnb. A booking confirmation is not sufficient unless accompanied by a credit card or bank statement showing payment.
  • Students must have a Social Insurance Number (SIN) or Individual Tax Number (ITN) for Non-Residents, as the bursary is taxable income. You can apply for a SIN here and apply for an ITN here.
  • Students will receive the bursary on their student account on Memorial Self-Service, to be used towards tuition and fees.
  • The bursary will not be given to students in advance, only when isolation is complete.
  • If students choose to leave NL/Canada and then return, you will not be eligible for the bursary a second time (one-time bursary only).
  • It may take several weeks before the bursary is available in your student account.

 

Deadlines

  • If there is a SIN/ITN application issue/delay, please let the self-isolation team know.
  • Students should apply as soon as possible once isolation is complete.
