Bio

Professor Carter researches comparative environmental regulatory/policy regimes surrounding oil developments in key oil-dependent Canadian (Newfoundland and Labrador, Alberta, and Saskatchewan) and American (Wyoming and Alaska) cases. She is currently a collaborator on a SSHRC Strategic Research Grant entitled "The Environmental Assessment Processes of Canadian 'Frontier' Oil and Gas". At Grenfell Campus she has played a lead role in establishing the Environmental Policy Institute and the Master of Arts in Environmental Policy program. Professor Carter has also served as a member of Transport Canada's Regional Advisory Council on Oil Spill Response, Newfoundland and Labrador Council, and as a Steering Committee board member of the Newfoundland and Labrador Environment Network.
