MUNFA SPECIAL GENERAL MEETING
March 8, 2001, 7:30 p.m.

The meeting was called to order by the Chair, Noel Roy, President of MUNFA. Ron Richards (SWGC Chapter Vice-Chairperson) coordinated participation from Sir Wilfred Grenfell College via a teleconference hook-up.

The Chair indicated that the sole purpose of the meeting was to consider a motion from the MUNFA Executive to apply to the Labour Relations Board to act as bargaining agent for all part-time academic employees who are not presently members of the MUNFA Bargaining Unit, and to approve an amendment to the MUNFA Constitution that would allow all persons at MUN holding teaching term appointments, including per course appointments, to become members of the Association. The Chair noted that the requisite Notice of Motion to amend the Constitution had been circulated to the membership with the required notice.

(G01:001) MOVED (A. Lonardo on behalf of the MUNFA Executive) that MUNFA apply to the Labour Relations Board to act as bargaining agent for per course instructors at Memorial.

(G01:002) MOVED (W.E. Schrank) that the motion be amended to read "that the MUNFA Executive be authorized to apply to the Labour Relations Board for MUNFA to act as bargaining agent for per course instructors at Memorial."

The meeting agreed to accept the amendment as a friendly amendment.

MOTION CARRIED

(G01:003) MOVED (A. Lonardo on behalf of the MUNFA Executive) that Article IV of the MUNFA constitution be amended as follows:

1. Insert in the main body of the Clause, before the word "except", the phrase "and all persons holding teaching term appointments including per course appointments,"

2. Delete subclause (e) and footnote 2.

Article IV would then read as follows:

Membership in MUNFA shall be open to any person who is employed by the Memorial University of Newfoundland (as defined by the Memorial University Act, 1949, as amended) or any of its branches, divisions, services or affiliates, who holds the academic rank of Professor, Associate Professor, Assistant Professor, Lecturer, Laboratory Instructor, Co-operative Education Coordinators (CECs) (or the equivalents of said ranks), and who is primarily engaged in teaching or research, including all persons who hold the academic rank of Librarian I, Librarian II, Librarian III, or Librarian IV, and all persons holding teaching term appointments including per course appointments, except the following.

  1. The President of the University, or any Vice-President, or the Principal of Sir Wilfred Grenfell College.1
  2. Any Dean, or the University Librarian.1
  3. Clinical Associate.
  4. Director (or equivalent) of a non-academic department (where an academic department is defined as one engaged primarily in teaching and/or research).1
  5. Part-time faculty teaching less than two courses in a semester or less than three in an academic year.2
1Deputies to the individuals referred to in clauses IV.1(a), (b) and (d) (e.g., those with titles assistant, associate, etc.) are eligible for membership in MUNFA if they hold academic rank and their primary duties are research, teaching, administrative duties of an academic nature, or a combination of these.
2 Eligible part-time faculty shall be members during semesters in which they are teaching. Eligibility shall be determined by the terms indicated in the Letter of Appointment.

(G01:004) MOVED (J. Duffy) that the motion be amended so that the SWGC Vice-Principal is added to subclause (b) of Article IV.

The Chair ruled that the amendment does not actually amend the Main Motion, but rather a part of the MUNFA Constitution that is not part of the Main Motion. As a result, the requisite Notice of Motion had not been given, and so the motion was out of order.

Before putting the motion , the Chair noted that a constitutional amendment required the approval of two-thirds majority of those present and voting.

The business of the special General Meeting having been completed, the meeting adjourned at 8:50 p.m.
