MUNFA IB 2006/07:19

TO: All MUNFA Members

FROM: The MUNFA Executive Committee

DATE: February 23, 2007

SUBJECT:	REQUEST FOR CONCILIATION

Despite MUNFA's complaint to the NL Labour Relations Board concerning bad faith bargaining on the part of the MUN administration, filed last month, there has only been one negotiating session in 2007. At that session, MUN once again, did not offer a proposal on salaries and benefits.

In yet another attempt to eliminate the current impasse in collective bargaining, on Thursday, 15 February, the MUNFA Executive voted to write to the Minister of Human Resources, Labour and Employment, the Hon. Shawn Skinner, requesting the appointment of a conciliation board. Conciliation is a negotiation process where the parties are assisted by government conciliators. As is mandated by provincial labour laws, conciliation must be completed and a report on it filed with the Minister, before a union can hold a strike vote or stage job action.

MUNFA will continue to keep members advised as events unfold.
