FIRST CLASS POWER ENGINEER
MANAGER, CENTRAL UTILITIES
Reporting to the Assistant Director, Operations and Maintenance, the Manager, Central Utilities provides strategic leadership and management for the operation, maintenance, repair and oversight of University properties including a 71,264 KW power plant, 4000 KW guarded facility, two major health care facilities, sports complex and research centers. The position ensures compliance with regulatory authorities, relevant acts, codes, regulations, and standards. In support of this, the Manager also leads and directs the development of standard operating procedures including inspecting and verifying plans for their further compliance. The Manager is also responsible for organizing, coordinating and allocating personnel, equipment and funds; developing and monitoring costs, methods and procedures to comply with budgets and established standards and policies.
Duties include technical responsibility for safe and efficient operation and maintenance of all boilers, pressure vessels and pressure piping; defining maintenance planning and programming activities for employees in a large continuous operating plant related to power generation including 3,200 KW of emergency electrical power for the two major healthcare facilities, air conditioning including operation and maintenance of three 1,600 ton chillers, heating operation and maintenance of a major salt water pumping and distribution system for the Ocean Science Research Centre, mechanical repairs, inspections and response services; ensuring compliance with safety requirements as legislated by regulating bodies to ensure safe and efficient facility operations; accountability to ensure cost and reliability targets are met through equipment and process improvements; planning and managing completion of routine, non-routine and emergency work; developing and implementing effective preventative and predictive maintenance programs; financial responsibility for preparing and managing departmental budget; providing and administering the collective agreement; liaising with other departmental sections, University departments including administration of shared service agreements with other agencies on campus, external contractors and service providers; and performing other related duties as required.
The successful candidate will possess a valid 1st Class Power Engineer Certificate; at least 10 years progressive experience in the operations and maintenance of a power plant, including supervisory experience in a unionized environment. The ideal candidate will have demonstrated ability to plan, coordinate and schedule projects; manage competing demands, establish priorities, manage budgets and meet deadlines. Ability to effectively use computer control systems as they relate to equipment control systems and interfaces and with operating conditions in remote locations is required. Must be fully familiar with computerized maintenance management systems including CM, PDM, PM and RCA systems. Knowledge of occupational health and safety standards, legislation, codes and acts is also required.
